Establishmentbackground

InJanuary1956,theCentralCommitteeoftheCommunistPartyofChinaheldameetingonintellectualissuesinBeijing.OnJanuary14,PremierZhouEnlaideliveredthe"ReportonIntellectualIssues"onbehalfoftheCPCCentralCommittee.Thereportmadeaclearestimateofthepoliticalprogressofintellectualsafter1949.Itpointedoutthat"thevastmajorityofthem...arealreadypartoftheworkingclass."Thereportusedaquarterofapieceofscientificwork.Itputsforwardthat"modernscienceandtechnologyareadvancingbyleapsandbounds"and"makemankindfacetheeveofanewscienceandtechnologyandindustrialrevolution."Thereportclearlyputsforwardthecallto"catchupwiththeworld'sadvancedlevel"and"tomarchtowardsmodernscience",andatthesametimeputforwardthetaskof"makingalong-termplanforscientificdevelopmentfrom1956to1967."

OnJanuary31,undertheleadershipofPremierZhou,ChenYi,whowasinchargeofscientificworkattheCentralCommitteeoftheCommunistPartyofChina,andLiFuchun,VicePremieroftheStateCouncilandDirectoroftheThescientificandtechnicalstaffmeetingsofuniversitiesandtheChineseAcademyofSciencesmobilizedtoformulatea12-yearscientificdevelopmentlong-termplan.787scientificandtechnicalpersonnelfrom23unitsacrossthecountryputforwardthepreliminarycontentofthedevelopmentlong-termplan,reflectingthenationalpolicyof"focusingondevelopmentandcatchingup".Intheprocessofmakingtheplan,Ideeplyfeltthatcertainnewtechnologieswerethekeytothedevelopmentofmodernscienceandtechnology.Inordertodevelopthesenewdisciplinesfasterandbringthemclosetotheinternationallevelinashorttime,theresearchanddevelopmentofthefourdisciplinesofcomputingtechnology,automation,electronicsandsemiconductorsarelistedasthe"fourmajoremergencymeasures",withtheapprovalofPremierZhou,ItisdeterminedthattheChineseAcademyofSciencesisresponsiblefortakingemergencymeasuresandpreparingfortheestablishmentofthecorrespondingfoursubjectresearchinstitutionsassoonaspossible.

OnAugust18,ZhangJinfu,thenSecretaryofthePartyLeadershipGroupoftheChineseAcademyofSciences,issued"(56)PartyLeadershipGroupZhangFaziNo.44",whichwasreportedtoComradeChenYiandtransferredtotheCentralCommitteeabout"ChineseAcademyofSciences,pleaseapprovethepreparationofcomputingtechnologyThelistofthreeresearchinstitutesandpreparatorycommittees,includingelectronics,automationandremotecontrol."ThearticlesuggeststhatthefollowingpersonsshouldformthepreparatorycommitteeoftheInstituteofAutomationandRemoteManipulation.

OnAugust25th,ComradeChenYiformallyinstructedinthedocument"(56)PartyGroupZhangFaziNo.44"reportedbytheChineseAcademyofSciences:"AgreetodothisandreporttothePrimeMinisterandtheCentralCommittee."

Tortuousdevelopment

InJanuary1958,WuRuyangandZhangHanyingvisitedLazarenko,aSovietexpertadvisortothepresidentoftheChineseAcademyofSciences,andexchangedopinionsontheworkdirectionandtasksoftheInstituteofAutomation.LazarenkointroducedTheworksituationandexperienceoftheSovietInstituteofAutomationandTeledynamicshasputforwardsomeopinionsandsuggestionsontheresearchworkofautomationinChina'sindustrialproductionprocess.

FromMarch12thto14th,theInternationalFederationofAutomaticControl(IFAC)ExecutiveCommitteemeetingwasheldattheZurichHigherIndustrialSchoolinSwitzerland,attendedbyTuShanchengonbehalfofProfessorQianXuesen.

OnJuly19,inordertomeettheneedsofthethreemajortasksofartificialsatellitecontrol,atomicenergyreactorautomaticcontrol,andthecomprehensiveautomaticcontroloftheThreeGorgesWaterConservancyProjectontheYangtzeRiver,thepreparatorycommitteeoftheInstituteofAutomationwasdiscussedandapprovedbythemeeting.WuRuyangsentalettertoDeanGuoMoruoandDeputyDeanZhangJinfu,proposingtochangetheexistingresearchgroupintoaresearchroomandproposerelevantcadreallocationsbeforetheformalestablishmentoftheInstituteofAutomation.

InAugust,theChineseAcademyofSciences,QianXuesen,ZhaoJiuzhang,LuYuanjiuandotherscientistswereresponsiblefordraftingtheplanforthedevelopmentofartificialsatellites,code-named"mission581",andestablishedthe581leadershipgroupoftheChineseAcademyofSciences.Thetaskoftheleadinggroupistoorganizetheimplementationofspacetechnologydevelopmentplanningandbusinessleadership,andtoformulatetheestablishmentofthreesubordinatedesigninstitutes,ofwhichtheseconddesigninstituteiscomposedofsomeresearchersfromtheInstituteofAutomationandRemoteManipulation.

OnJanuary21,1959,thepartygroupoftheChineseAcademyofSciencesconveyedtheinstructionsofGeneralSecretaryDengXiaopingin1959thatthereleaseofsatelliteswasnotcommensuratewiththenationalpowerandthatthemissionofspacetechnologyresearchshouldbeadjusted.ThepartygroupoftheChineseAcademyofSciencesdecidedtoadjustthemission,shrinktheorganization,stopthedevelopmentoflarge-scalelaunchvehiclesandartificialsatellites,shiftitspowertofocusonsoundingrockets,andcontinuetoexplorethedevelopmentdirectionofsatellites.

FromJanuarytoJune,theSecondDesignInstituteoftheInstituteheldtrainingcoursesonmathematics,electroniccircuits,andregulationprinciplestoprovideoff-the-jobtrainingforthosewhohadnotgraduatedfromuniversitiesandparticipatedintheworkinadvance.

FromMay15thto19th,the"ThreeGorgesShipliftElectricDriveandAutomaticControlSeminar"washostedbytheinstitute.ThemainpurposeofthemeetingwastoselectthemaindriveplanoftheThreeGorgesshiplift.Regardingworkarrangements,25peoplefrom10unitsoftheYangtzeRiverPlanningOfficeattendedthemeeting.

FromMay27thtoJune3rd,theNationalAutomationConferencehostedbytheinstitutewasheldinBeijing.RepresentativesfromtheAutomationInstitutesandInstitutesoftheChineseAcademyofSciencesattendedtheconference.Thetasks,directions,researchtopics,organizationandcollaboration,organizationandcadretrainingandotheraspectsoftheexchangeofexperienceandopinions,soastopromotetheautomationscientificresearchworkonthebasisofimplementation,ComradeWuRuyangmadea"AbouttheDevelopmentofAutomationScienceInthereportof"SomeOpinionsonResearch",YangJiachi,LuYuanjiu,TongShihuang,WangChuanshanandothersalsomadespecialspeechesatthemeeting.

FromJanuary12thto15th,1965,anautomationworkconferencewasheldinBeijingtostudyhowtocomprehensivelyadjustandarrangetheautomationresearchworkoftheChineseAcademyofSciences.ParticipantsintheconferencewereEastChinaBranch,NortheastBranch,CentralSouthBranch,NorthChinaOffice,AutomationInstitute,NortheastIndustrialAutomationInstitute,EastChinaAutomationInstrumentationComponentInstitute,CentralSouthInstituteofMathematicalComputingandNorthChinaAutomationComponentsandMaterialsInstitute.Themeetinglastedforfourdaystostudytheadjustmentplanandspecificadjustmentworkmeasures.VicePresidentZhangJinfuattendedthemeetingandgaveimportantinstructions.

OnJune9,theChineseAcademyofSciencesheldthethirdautomationresearchworkadjustmentmeetinginBeijingtoresolvethecontradictionsintheproposedadjustmentprocess,andadjustthedirectionsandtasksofeachinstitute:

OnFebruary20,1968,theFifthResearchInstituteoftheChinesePeople'sLiberationArmy(theInstituteofSpaceTechnology)wasformallyestablished,undertheorganizationoftheNationalDefenseScienceandTechnologyCommission.

OnFebruary29,theNationalDefenseScienceandTechnologyCommissionnotifiedthatthe651DesignInstituteoftheChineseAcademyofSciences,theInstituteofAutomation,andtheBeijingScientificInstrumentFactorywereofficiallyplacedundertheestablishmentoftheFifthResearchInstituteoftheChinesePeople’sLiberationArmy,andtheInstituteofAutomationwasrenamedInstituteofSpaceControlTechnology.

Regainedanewlife

InJanuary1970,theChineseAcademyofSciencesdecidedtoengageintworesearchroomsforcivilautomaticcontrolintheformerInstituteofAutomation(oneresearchroomfocusedonthedevelopmentofcontrolcomputers,Aresearchroomfocusingonservosystemresearch)andapartofcontrolandtheoreticalresearchpersonnel,atotalof141peoplereorganizedtheInstituteofAutomation,focusingonthetheoryandtechnologyofcivilautomaticcontrolandinformationprocessingdirection.

OnJanuary31,becausetheformerInstituteofAutomationoftheChineseAcademyofScienceswasofficiallyplacedundertheestablishmentoftheFifthResearchInstituteoftheNationalDefenseScienceandTechnologyCommissiononFebruary29,1968,theChineseAcademyofSciencesdecidedtorebuildtheInstituteofAutomationoftheChineseAcademyofSciences.

OnFebruary17,theChineseAcademyofSciencesissuedadocumenttoformallyestablishthe"PreparationGroupfortheInstituteofAutomationoftheChineseAcademyofSciences",andthesealwillbeofficiallyusedtoday.

OnMay28,1999,theChineseAcademyofSciencesofficiallyissuedthe"ApprovalforthePilotProgramoftheKnowledgeInnovationProjectoftheInstituteofAutomation",andtheInstituteofAutomationbecameoneofthefirstinstitutestoenterthepilotoftheKnowledgeInnovationProjectoftheChineseAcademyofSciences.

OnSeptember10,2002,theAutomationBuildingwascompletedandputintouse.

Attheendof2011,theInstituteofAutomationenteredthe"Innovation2020Project"oftheChineseAcademyofSciences.
