In1993,Clintonsignedanexecutiveorder,requestingtheabolitionofone-halfofthefederalgovernment’sinternalregulationsandastrictreviewofthenewregulations.InFebruary1995,Clintoninstructedtheheadsofabout68regulatoryagenciestoabolishoutdatedsystems,rules,andregulations.InMarchofthesameyear,Clintonissuedapresidentialdecreeto"straightenoutthegovernment’sworkprocedures."Itscoregoalisstilltoabolishoutdatedredtape,improveworkefficiency,andsavegovernmentfunds.Byabolishingandreducingtheoutdatedrulesandregulationsofapproximately16,000pages,thegovernmentcansave$28billionannually.Asof2000,thissituationhasimprovedevenmore.

TheCourtpassedthe"AnnualBudgetAdjustmentAct"in1993.Thisbillopenedthepreludetothegovernment'staxationoftheentiresociety.Atthesametime,thisbillisalsothegeneraltaxationprogramforthenexttenyears.Sincethen,Clintonsignedthe"DeficitReductionAct"stipulatingthatinthenextfiveyears,thegovernment'sfiscaldeficitwillbereducedby496.8billionU.S.dollars,andofthesereduceddeficits,taxeswillaccountfor242billionU.S.dollars.Intermsoftaxationcontent,themaintaxesinthisperiodwerecorporatetaxandpersonalincometax.Aftertheabove-mentionedbillisenacted,morethan2,700companiesoutof10,000largeandsmallcompaniesintheUnitedStateswillmeetthistaxincreasestandard.Inaddition,withregardtocorporatetaxation,ClintonfurtherenforcedstrictenforcementandstrictlyinvestigatedanddealtwiththetaxevasionofmanydomesticandforeigncompaniesestablishedintheUnitedStates.Throughsuchadministrativeandjudicialcrackdowns,thefederalgovernment’sfinanceshavebeenrestored.Theannualincreaseisabout15billionUSdollars.

In1997,ontheissueoftaxation,PresidentClintonsignedanewbill"AnnualBalancedBudgetAct."Newadjustmentshavebeenmade.Generallyspeaking,thisbillstillimplementsClinton'soverallconsistentthinkingandposition,andstillregardsthereductionofthefiscaldeficitasthecorecontentofthetaxpolicy.

InJanuary1993,ClintoncametopowerandbecametheNo.Apresident;inFebruary,shortlyafterClintoncametopower,hepublishedareportentitled"TechnologyforUSEconomicGrowth—NewGuidelinesforStrengtheningEconomicPower";inNovemberofthesameyear,heannouncedtheestablishmentoftheInternationalScienceandTechnologyCommissiontoberesponsibleforformulatingscienceandtechnologystrategiesObjectives,toassistthefederalgovernment’sscienceandtechnologypoliciesandactivities;afterthat,theUSPresident’sScienceandTechnologyAdvisoryCommitteewasestablishedasthegovernment’shighestscienceandtechnologyadvisorybody,mainlyforfederalscientificresearchfundingandconsultinganddecision-making.

AssoonastheClintonadministrationcametopower,itproposedanewscienceandtechnologypolicyandissuedaseriesofrelateddocuments.Themaincontentsare:thedevelopmentofdual-usetechnology,theconstructionofhigh-techinformationtechnology,thestrengtheningofscienceandtechnologyeducation,theemphasisoncooperationbetweengovernmentandenterprisesanduniversities,andthestrengtheningofinternationalscientificandtechnologicalcooperation.

ThescienceandtechnologypoliciesoftheClintonperiodreflectedtheneedsofAmericansocialandeconomicdevelopment,andhadapositiveandimportantimpactontheAmericaneconomy,society,andeducation.Drivenbythenewtechnologypolicy,theU.S.economyhasshownthegrowthcharacteristicsof"onehighandtwolow"(higheconomicgrowthrate,lowinflationrate,andlowunemploymentrate).TheincreaseinlaborproductivityandtheoptimizationandupgradingoftheindustrialstructureintheUnitedStateshavepromotedthesustainedandstablegrowthofthedomesticeconomy.However,therearealsosomeproblemsinthescienceandtechnologypolicyoftheClintonera.Whilethedevelopmentofscienceandtechnologyhaspromotedtherapiddevelopmentofproductivity,ithasexacerbatedtheinherentcontradictionsinAmericansociety,rapidlyconcentratingwealthinthehandsofahandfulofcapitalists,wideningthegapbetweentherichandthepoor,andforminganewarmyofunemployed.Inaddition,thedevelopmentofinformationtechnologyandtheInternethasalsocreatedcybercrimeproblems,whichhavecausedharmtotheUnitedStates’financial,commercial,andmilitarysectors.

Education

Clintonbelievesthateducationisthekeytoeconomicrecoveryandprosperity.Duringtheeightyearsinoffice,PresidentClintonissuedatotalof120educationpolicyinitiatives,andCongresspassedfiveeducationlegislations.Itsmainachievementsincludeincreasingfundingforthe“StartProgram”,reformingthestudentloanprogram,fundingtheviolencepreventionprogram,andpromulgatingthe“SchoolTheLawonAccesstoEmploymentOpportunities,etc.

TheeducationpolicyduringPresidentClinton'sadministrationinvolvedbasiceducation,highereducation,vocationaleducationandotherfields.Itwasaprogrammaticlong-termplanforeducationreformduringhisadministration,anditalsoimplementedspecificeducationactionsandplans.PresidentClinton’seducationalpoliciesandreformpracticesaretheinheritanceoftheBushAdministration’seducationalreforms,buttheyhavedevelopedandinnovatedontheirbasis.Theeducationpoliciesduringhisadministrationincludeadheringtotheconceptofequality,emphasizingeducationforall;payingattentiontodisadvantagedgroupsandachievingeducationalbalance;focusingonthequalityofeducation,basedonfirst-classeducation;formulatingunifiedstandardstopromoteeducationreform;implementingaperformanceaccountabilitysystemandimprovingtheevaluationsystem;Financialinvestmenttopromotethedevelopmentofeducation;useofmarketcompetitionmechanismstovigorouslydevelopcharterschools;emphasisoneducationalinformationtechnologyandpromotionofmodernteachingandothereightcharacteristics.

AlthoughtheeducationpolicyduringtheClintonadministrationhasachievedsomeresults,ithasnotachievedalltheexpectedgoals.Duringtheimplementationoftheeducationpolicy,someofthegoalsaretoohightobeachieved;thecreditplanisdifficulttooperateandeducationThepotentialfordevelopmentisinsufficient;unifiedstandardscannotbeimplemented,anddifferencesineducationarestillobvious.

Diplomacy

  • EnvironmentalDiplomacy

ClintonhasbeenVigorouslypromoteenvironmentaldiplomacy.AfterClintontookoffice,heappointedmanyenvironmentalistsinadministrativedepartmentssuchastheStateCouncil,theNationalSecurityCouncil,andtheAdministrationandBudgetBureau.Clintonalsocarriedoutsignificantreformsintheestablishmentofthegovernment'sadministrativeinstitutions.In1992,theU.S.StateDepartmentaddedaDeputySecretaryofState,mainlyresponsibleforinternationalenvironmentaldiplomacy,andatthesametimeaddedanAssistantSecretaryofStatetodealwithenvironmentalissuesrelatedtointernationalmarine,environmentalandscientificaffairs.Italsocreatedsomeenvironmentalprotectionadministrativedepartments,suchasenvironmentalecologicalservices.TheCenter,theWhiteHouseOfficeofEnvironmentalPolicy,andthePresidentialCommitteeonSustainableDevelopment.Inaddition,duringClinton’speriod,hetriedtoupgradetheUNEPtothecabinetlevel,butitfailedbecauseofoppositionfromCongress.Clintonalsodisbandedanorganizationthatharmedtheenvironment,theCompetitivenessCommitteecreatedbyformerPresidentBushSr.

Clintonalsolaunchedeconomicassistancetodevelopingcountries.Accordingtostatistics,Clinton’sfirstandsecondtermforeignenvironmentalassistancebudgetsaccountedfor10%and10.6%oftheentireUSforeignaidbudget,respectively,whiletheaidratiosofhispredecessorBushSr.andhissuccessorBushJr.wereonly7.6%and9.2%.Inadditiontodirecteconomicassistance,Clintonalsotriedtoreducetheexternaldebtofunderdevelopedcountriesforenvironmentalprotection,thatis,themethodof"debtfornature",tohelptheserelativelybackwardcountriesdealwithenvironmentalproblems.

Duringhistenure,ClintonattachedgreatimportancetoenvironmentaldiplomacyandissuedthefirstreportonenvironmentaldiplomacyinU.S.history,whichimprovedthestatusofenvironmentaldiplomacyinU.S.diplomacy.Healsoactivelycarriedoutenvironmentaldiplomaticassistance,whichwasrelativelybackwardinAsia.,AfricaandLatinAmericaarethemainaidedregions.ThemostprominentenvironmentaldiplomacyachievementoftheClintonadministrationisinreducinggreenhousegasemissionsandcopingwithglobalwarming.Clintonalsoactivelyparticipatedinthe"UnitedNationsFrameworkConventiononClimateChange"ConferenceofPartiesandpromotedtheproductionofimportantinternationaldocumentssuchasthe"BerlinPowerofAttorney"andthe"KyotoProtocol."

DuringClinton’sfirstterm,theClintonadministrationimplementedstrictChina’spolicytowardChinaputspressureonChinaonissuessuchas"humanrights"and"weaponproliferation."

InJuly1993,theClintonadministrationbegantorealizethatthedeteriorationofSino-U.S.relationswouldbedetrimentaltotheUnitedStates;onJuly4,ClintonwenttoTokyotoattendthesummitofthesevennations,andwould“starttore-examinetherightChinaPolicy";InearlySeptember,Clintonsignedan"AdministrativeMemorandum"anddecidedtochangehishardlineattitude,pursueapolicyoffullcontactwithChina,raisethelevelofdialogue,andconductextensiveexchanges;onNovember19,whenClintonmetinSeattleJiangZemin,theChinesePresident,believesthat"ChinaandtheUnitedStateshavemanycommoninterests"andthat"high-levelcontactsmustbemaintained."However,atasubsequentpressconference,Clintonsaidthathewouldstillimplementthe"TaiwanRelationsAct."OnMay16,1996,Clintonexpressedhiswillingnessto"improverelationswithChina"andreiteratedthe"OneChina"policy.

FromOctober26toNovember3,1997,JiangZeminpaidanofficialvisittotheUnitedStates.Duringthisperiod,ClintonheldtalkswithJiangZeminonbilateralrelationsandglobalissuesofcommonconcernandissuedthe"Sino-USJointStatement",thestatementstatedthattheUnitedStateswillbecommittedtoestablishinga"constructivestrategicpartnershipbetweentheUnitedStatesandChina."Sincethen,theUShasstrengtheneddialogueandexchangeswithChinainthefieldsofmilitary,security,humanrights,andreligion.

IntheearlymorningofMay8,1999,theUnitedStatescausedthebombingoftheChineseEmbassyintheFederalRepublicofYugoslavia(see:May8thIncident);OnJune3,theClintonadministrationcontinuedtoextendnormaltraderelationswithChina;onSeptember11,ClintonandJiangZeminheldameetinginNewZealand,expressingthattheUnitedStatessupportsChina’sentryintotheWTOassoonaspossible;onNovember15,theUnitedStatesandChinasignedanagreementonChinaBilateralagreementtojointheWTO.

OnSeptember8andNovember16,2000,ClintonandJiangZeminmetagain;onSeptember19,theUSSenatepassedthebillonpermanentnormaltraderelationswithChina.

Clinton’sfatherWilliamJeffersonBryceJr.isasalesmanforacompanythatsellsequipment.HeisworkingwithClinton'smother,VirginiaDelCassidyClinton,hadbeenmarriedthreetimesbeforetheymetandhadtwochildren.OnMay17,1946,Clinton'sfatherdrownedaccidentally,andhewasonly28yearsold.

WhenClintonwas4yearsold,hismotherwasforcedtomarryRogerClinton,analcoholiccarsalesmanbecauseofherlivelihood.RogerabusedClinton,Virginia,andClinton’sfatherwhenhewasdrinkingtoomuch.Hishalf-brotherRogerClintonJr.

InApril1997,Levinsky’sbossworriedthatshewastooclosetothepresidentandtransferredherInternshipattheMinistryofDefense.LevinskymetastaffmembernamedLindaTreppattheMinistryofDefense,andthetwosoonbecame"bestfriends."Levinskyrevealedtothis"bestfriend"thathehadanaffairwiththepresident..ButLindaTrippsecretlyrecordedthecompletephonecallwithLevinsky,whichbecameoneoftheconclusiveevidenceoftheoutbreakofthescandalinthefuture.

PaulaCorbinJones,whoservedasaregistrarattheGovernor’sQualityManagementConferenceinLittleRock,Arkansas,suedClintoninMay1994,claimingthatonMay18,1991,thethengovernorClintonCalledhertoahotelroomfor"sexualharassment",forwhichshefiledacompensationclaimof700,000USdollars.Inordertowinthelawsuitinthiscase,Jones'lawyerskeptcollectingevidencetotrytoproveClinton'slustfulcharacter.Later,Lewinskywasinvolvedinthiswayandbecameawitness.

Duringtheprocessofjudicialinvestigation,ClintoncategoricallydeniedthathehadasexualrelationshipwithLevinskyinpublicandwhenhegavetestimonyunderoath.Clintonbelieves:"Iamonlythepartyreceivingservices,soitisnotasexualrelationship."However,thetapessubmittedbyLindaTreppandLevinsky'sdetaileddiaryprovethatthepresidentlied.Themostcriticalpieceofevidenceisabluedresswiththepresident'ssemen.Levinskyoriginallywantedtokeepitasamemorial,butleftthepresident'sDNAevidence.

Aftertheappraisalresultscameout,onAugust17,1998,ClintongaveanationalspeechinwhichheadmittedthathehadimpropercontactswithLevinsky,butheemphasizedthathe"didnotaskforanyPeoplelie,hideanddestroyevidenceordoanyotherillegalthings."Later,theUnitedStatesinitiatedtheimpeachmentprocedureagainstClinton.Intheend,becausethevotedidnotreachthenumberofvotesrequiredbythelaw,Clintonescapedtheimpeachmentbychance,buthisreputationwasseriouslyaffectedasaresult.
